When I got my PhD it was a time when there were just no jobs for PhDs. Period. PhDs were getting the lowest paid technician jobs if they were lucky in any kind of science.
Why don't they pass a constitutional amendment prohibiting anybody from learning anything? If it works as well as prohibition did in five years Americans would be the smartest race of people on Earth.
